You dont know how enma works then. Enma only forcefully use the user's haki. If the swordsman is not strong enough, it will leave him dry. Zoro is using Enma to its fullest he's obviously controlled Enma.

So Zoro may thought that there is a threshold for attacks that damage Kaido and anything below that will amount to nothing (considering his awakened zoan regeneration), hence decided to use what he has in the store and took down/cripple Kaido with it. Saying "If this doesn't work I'll leave you the rest." also supports that he does not know the extent of damage that his attack will make.
