And Oda is making Oden clash with not one but two Yonkous (and Yonkous who later gained titles of WSM and WSC, irrelevant whether official or not), I can't begin to estimate Mihawk's level.

Mihawk : fighting pre Yonko Shanks evenly 12+ years ago.
Even Teach handed Shanks his defining scars.
Oden has better feats and hype. Oden was never below Mihawk.
Not forgetting Oden is more important storywise and way special with rare abilities and natural talent.
Prime Oden>Mihawk.

No he wasn't, only thing he was stated that he was anomaly in terms of being young and strong. Shanks wasn't 5 years old monster but got stronger at normal rate. So noting says Wano Samurais were weak. In fact the whole story contradicts that
