Second, this is a japanese manga, writen by a japanese, so they obviously reference the japanese law and culture in the manga.
And in japan 16 years is legal.
That is not even a japanese only thing, that is the legal age in alot of countries.
There was even a mistake where Pudding was 15 years at the beginning, so they changed it to 16 to make her legal.

Killer is a pirate, this manga is about pirates. Most characters in this manga have probably done horrible things. Shanks has probably murdered people, Whitebeard has probably murdered people, hell I wouldn't even be surprised if Garp killed someone.

Killer will win because Hawkins is supporting Kaido, who is by all means, a greater evil.
