Pretty sure Sanji's just blending in with his environment. I mean, it's just science, I don't see how it affects haki. The Beast Pirates weren't actively using their Observation haki, I assume, just like everyone else Sanji got the drop on with Stealth Black.

CoO is an active skill....you have to actually focus or be observant about surroundings.....and beast pirates are not so good at using CoO.....until it is shown that beast pirates are proficient CoO users, there is no question of inconsistency....
