My dude this is an ability was shown in manga. The minks mainly Pedro were able to fully sneak up on and surround Luffy while he was fighting BB. So it’s pretty safe to assume one can train the ability

Honestly, I've been thinking for awhile now that there is possibly an application of CoO that allows the user to mask their own presence. It was always odd to me that Luffy couldn't sense the Minks at all on Zou. Also, why give Shiliew the Clear Clear Fruit, and Sanji the Raid suit when it should be easily countered by CoO. I see no reason why masking ones presence with CoO shouldn't be a thing. It makes even more sense that not many people can do it, if it is limited to someone who specializes in CoO like Sanji.
