If all he wanted to do was catch them off guard, he would've transformed into any one ally. Or better yet, create as many of them to suicide bomb the Scabbards. But he chose Oden because of how important he was to the Scabbards, and to mess with their minds before their deaths. He also drew a dragon during Zou merely to spook Kin'emon and Momo. The goal is to kill Momo, but if he can traumatize Momo in the process, he's the sort of guy to go for it.

Exactly. If anything, Marco proved to be low Top Tier once again.

People also forget that they fought several chapters off screen where Marco knocked out Zeus - they fought so fiercely in an equal fight that the sea stated to roar. Oda just couldnt sacrifice multiple chapters just on the Big Mom/Marco fight, so he off screened most of it and only showed us the interesting part and end.
