Because Luffy is using more than he physically can to make up for his weaker and smaller body. Most of these top tiers he’s fighting are all much physically stronger than him and with better devil fruits.

G5 costs more haki i think. Everthing is fine, he is one of the strongest characters but it is like Might Guy's 8th gate. Double sided sword
