Are you implying the swords are the same? Because the scabbard, handguard, and hamon on Shigure are different from Toki’s sword. Actually, does anyone have an image of the sword Ryuma used in Monster? That sword looked different from Shusui, beyond the black colour.

Its just that Oda has ran out of Ideas for making different swords, sheaths and hilts...many swords out there like Wado Ichinmonji, many swords like Shusui....
