Kaido is one shott Luffy G4. A weakling.
Akainu (people who call him Sakazuki have problem) is two shotting Ace. A weakling too.

So Kaido twice more intimidating than Akainu.

I see Kaido as a brutal ogre while I see Akainu as a high functioning killer.

The ogre is more powerful than the killer and if I had to fight one of the two in an arena match the ogre would be more scary.
However, since I live in an urban environment, people like Akainu are a lot more scary to me since I can relate to their existence a lot more than some big dragon monsters.

Also Kaido is surprisingly very merciful.

There is only one correct answer:

Akainu is scarier not only cause of his strength and deadly fruit (in that regard Kaido is about equal), but because of his intelligence, dedication and mentality. I'm sure any OP character would rather be chased by Kaido than by Akainu.

Serious Kizaru is the scariest of all. If he's determined to kill you then there's basically no escape.

Out of those two I'd definitely vote for Akainu. He runs the no bullshit policy against any type of criminal whereas Kaido's mood decides his actions. Against Kaido it's much more likely too survive.

When it comes to who is scarier as a villain, it's Akainu, undoubtedly.

When it comes to who is stronger, my vote goes to Akainu as well. Imo he will be Luffy's biggest challenge with BB, excluding the wild card Imu. The sworn enemy of piracy.

Serious Kizaru is the scariest of all. If he's determined to kill you then there's basically no escape.

The contrast between usual Kizaru and bloodlusted one would be so big that it would make a significant impact for sure. Plus, his fruit and what it can potentially do would make the whole the whole thing even more intimidating.

Imagine Kizaru firing a bunch of lasers and opening like 20 holes in the body of his target at once. It would be a gruesome scene lol
