In verse, Sakazuki.

My gut reaction was Kaido, but it's not like everyone else in the world is aware of all the moments of impotence we get to see from Akainu, which colored my opinion

Why will people be more scared from a 3 meter height guy (almost average height) than a hundreds of meters long Dragon (or a 8-9 meters guy in the worst case) with the title of the strongest?

Imagine this situation. One has Shanks next to him.
What face will Akainu make?
And what face will Kaido make?

That's not how it works in a verse of superhumans unless you are a common unaware citizen for example.

The question should be, who is scarier Wano Samurai or Akainu?

Kaido is above of these things, he owns Wano Samurai, the Samurai are afraid of Kaido. Kaido > Samurai or Akainu.

Gorousei and CP0 will also answer this question without any hesitation.

People wouldn't be scared of a world government lapdog, when there is a guy who plans to conquer the entire world, plans to conquer places like Wano (which Akainu is afraid of, Kaido already conquered it), other new world territories, other non-government related territories, and government related territories.

Haoshoku Haki is also related to intimidation, and Kaido mastered CoC Haki, Akainu? We don't even know if he has it or not.

Your post is patently conflated towards Papazuki's character so don't expect many to take it seriously unless also biased. The term lapdog is conforming to the way you usually take stances on the admirals.

Kaido because he's a freak
This guy looks unkillable.
You just feel hopeless against him. Imagine a monster falling from 10000m on you and saying I have a headache.
Dude even let you strike him first.
But if you are a fodder Akainu is scarier

No one's scared here lmao. Akainu is just smart enough to not risk anything - out of his perspective he couldnt know that Kizaru would easily wipe the floor with the clowns who call themselves Samurai. Technically out of his perspective, in worst case there could be like 3 Mihawk level Samurai luring somewhere there.

The highest navy officers just thought "Okay lol, let them do what they want. If they ally up we will deal with them later."

The only thing this scene showed is the amount of fear and respect Akainu and Kizaru had towards the Yonko: none.:gokulaugh:

Akainu is a wise man. He was particularly careful which is not necessarily an evil. Kizaru was tantalized by the idea of challenging the destiny and he should have gone in my opinion, but oh well.
