It stands to reason sea water also precents devil fruit users from using haki.

And if we assume Luffy is using the voice of all things here,

that means The Voice if all things IS NOT HAKI

No it doesnt. We see Luffy stretch all the time when he he has seastone on. He just slouches over… Like his body just goes flacid… He is still stretching but he is too weak for his stretches to go far

Um, Luffy's arm was like 10x the size of him. So he was 9/10s submerged. In addition, the sea stone he wore was weaker sea stone that allowed him to move and run freely. In this scene he's being drained just by being there.

No it doesnt. We see Luffy stretch all the time when he he has seastone on. He just slouches over… Like his body just goes flacid… He is still stretching but he is too weak for his stretches to go far

So ace,crocodile,mr1,mr3,Marco,robin,Enel, buggy,Alvida,smoker,law,kid,Caribou and many more just didn't feel like using their DF power.

Well they arent luffy are they? I’m sure Ace cant catch fire when he is thrown into the ocean yet Luffy’s body can stretch. Smoker was drowning in Alabasta and there was no way his body could become smoke under water yet Luffy’s body was still rubber when he was drowing in Arlong park

We have had these discussions before somewhere here or reddit or discord that the nature of specific df react differently to such things…And for luffy specifically, we have seen that his body remains rubber both under water and with seastone on. We have on panel showing of both.

so asking whether everyone else’s df reacts the same way isnt helpful since we also have on panel of ecidemce with luffy and smoker that each df just naturally has its own reaction

Honestly just as a matter of common sense, many of this DF users becoming their elements in water would just die instantly. "yeah I'm gonna turn into a ball of fire underwater. Solid."
