Where did Luffy say that about training his CoO, I don’t remember that unless he said it while they were running with Jimbe? Besides that, don’t get me wrong Sanji’s CoO is very impressive, and yeah he’s less likely to get caught sleeping then Luffy because Luffy has lapses where he just doesn’t use his CoO and eats attacks he shouldn’t. But when both of them are using their CoO to the fullest Luffy’s > Sanji’s because he can see further ahead than Sanji from all that is confirmed.
Now, I think you can make an argument that Sanji’s more level-headedness maximizes what he has better than Luffy always maximizes his FS.
It's 2021 and some people still don't understand there's literally no difference between Katakuri launching a jellybean at Sanji and a random grunt sniping him, Katakuri used FS to see the priest botched the attempt and decided to try himself but that attack had absolutely no added benefit from haki use, the only scenario it would favor Sanji as a feat of dodging a FS attack would be if Katakuri had launched the jellybean at the place Sanji would move after dodging the priest (which didn't happen).

Definitely, I don't mean to say it's not impressive since it is a great CoO feat but trying to frame it as anything related to FS is the issue I see every now and then.

Yes, both of them are impressive. Luffy got the edge because he shows FS on screen. But when it comes to demeanor and sensory, Sanji got both of them. Sanji is less likely to get hit by his enemies' attacks because he's more calm. And Sanji can hears other people from far away.

The Grandmaster seemingly countered Dragon Kaido better than Luffy did. In fact Luffy looked quite clumsy in his response to Blast Breath and would not protect himself properly being blown away. Not saying he had to dodge at all costs and I doubt he also purposefully chose to get hit.

Armament is probably the best for swordsmen in general but Mihawk is far beyond that, he is literally the only pirate compared to the Yonko in strength.
Consider that Katakuri was unable to properly react to Snakeman. How many odds are there that Issho would fail to react to that Snakeman who was barely a top tier if at all, the latter makes much more sense. Base stats are a compelling matter in my opinion, they can be fundamental, this is why for example some power houses digested no devil fruit.
