Zoro Yonko level
Luffy perhaps close if he can unleash more
Kidd above low YC1 probably
Law perhaps low YC1 or slightly below
Killer YC2 or below is my most prominent bet
These are speculations based off what I have been noticing and not meant to be ascertained by me right now.
zoro with susui: yonko level
zoro with enma: fugi level
luffy awaking coc: fugi level-
zoro near to dead with enma:marco level
kid and law:yc1
killer:hawkins level
zoro with susui: yonko level

luffy awaking coc: fugi level-
zoro near to dead with enma:marco level
kid and law:yc1
killer:hawkins level
I think Hawkins is heavily downplayed. I too used to downplay him, but I've been thinking about something as of recent.
What a lot of people don't understand is that Hawkins doesn't have a static powerlevel. Rather his powerlevel can dramatically change depending on the cards he draws. He's outright told us this, but we don't have a good idea of exactly how much he can raise his powerlevel.
But the fact that he was willing to fight kid and killer as well as zoro and Luffy, despite being able to tell his probability of success, indicates to me that Hawkins had some reason to think he had more than a 0% chance of winning those fights. This isn't to say he could actually beat Luffy and zoro, but I wouldn't be surprised if his max powerlevel was higher than that of an average Yonko commander.
for now killer will have an extrem diff against hawkins so he has the same level.
Of course shusui=>enma black>>enma oda had need to nerf again zoro because if he learn to use all his real power (the power to one shotting a dragon) this arc would've finished to early
If Sanji ends Wano as a YC2, there is no fucking way, Kid and Law won't be significantly above that. They are portrayed as Luffy's contemporaries, even if they aren't as strong as Luffy, Oda won't make them weaker than Sanji.
