Hawkins is way stronger than Ichiji. The vinsmokes are trash too. Hawkins is close to become a top tier anyways.

Drake never expressed interest in being PK though. We now know his intentions from the start, so it’s all cool. Being Captain of SWORD is likely to propel him further in the story than Luffy’s one note “rivals”.

For sure, Oda puts a huge amount of emphasis on narrative/plot over anything else.
