Why wouldn’t they? CoO is not something you can “turn off” as far we know but I guess it might be. Haki really needs a thorough explanation

you know i've been thinking that Caesar escape from WCI >> found Germa's ship >> hiding >> found out that Germas go back to attack BMs fleet >> Big Mom arrive on the battlefield >> Germas and Fishmen probably lose >> Fishmen escaped by swiming into the deep ocean and Germas escaped by Caesar's help

i dont know but this feels much better than Caesar being on Wano.
