Of course it is. Blackbeard takes huge PUs by force meanwhile Luffy had lots of hardwork to get stronger.

The thought of Luffy making a weak DF absolutely powerful because of his fighting and learning skills was more fascinating than the current crap narrative which Oda is trying to go with. It's absolutely a shame.
