Yet everything that is happening is already destined to happen since 800 years ago it seems, not just "the sea train / gallela workers", everything!

In fact, we already saw the prophecy of Luffy destroying Fishman Island together with the Red Line during that arc. Everything seems to be set in stone, and Luffy is just gonna do what needs to be done so that happens, it seems like everything was set up before Luffy was even born. So no, it does contradict One Piece theme of freedom and doing whatever you want, if everything you want to do is already determined you were gonna do. The only solution is if Luffy finds out about it and then rejects it, then that would be a good twist.
Everything that has happened was set for a specific someone to fulfill the prophecy, that just happened to be Luffy based on the actions that HE took over his journey. It's the fact that the events and the relationships he's built has led him to being the person who will fulfill the prophecy, this doesn't really strip the freedom factor away as it is the freedom and decisions that is making him the one we see in these prophecies. A certain someone was supposed to be the person to destroy FMI, bring dawn to Wano and ultimately the world, and through the course of actions Luffy has taken in order to look for freedom, he happened to be the man destined for it.
Him rejecting the idea would be 10x more trash than what we've established right now
