Burgess is in charge of 1st Ship while Shiryu is in charge of 2nd Ship. Zoro would face the one in first ship in that case and Sanji get the second ship. We know Burgess is going to come back stronger when we see him, so Idk why you think he won't be worthy challenge.

Who knows, BB Pirates are set-up for one on one with each of the members, so possibility is there and you can't denied structure Zoro will face someone who is right hand while Sanji face with left hand. Burgess is First Mate and Shiryu is Left-Hand if he was allowed 2nd Ship compare to the older members.
