WsW is already low commander level. Lucci would never struggle with someone like fucking perospero who is stronger than Oven/Daifuku.

He would be strong enough WW level too who is fighting Jinbei a former warlord.

Kaku and Stussy are already kinda weak. What kind of fodder group would the "strongest secret agency" be if the second strongest isn't even YC level lol.

they are all listed having the two types of haki anyway.
probably oda is saying with this that kami-e uses kenbunshoku and the other forms use busoshoku.
