You can have high tiers that specialize in different things.
Oden scarred Kaido and then got murdered by him.
Marco might not be able to scar Kaido, but Marco would literally laugh at Kaido’s offense. Marco could even tank Kizaru and Akainu, Kaido is nothing compared to that.
Scarring Kaido is not necessarily a top tier feat. He’s been defeated 7 times people. Lol

It was most likely just fodder Marines. Mihawk was fleeing from fodder Marines and the SHs have fled from fodder Marines before too. Oda just makes fodder Marines chase away pirates to create the archetypal imagery of pirates fleeing from soldiers, which is common in many pirate stories
The Marines literally found 2 randos from the streets and made them Admirals in a year. Then even considered making 2 high tiers into Admirals. Doubt that they only had 1 Admiral back then. They probably would have resorted to making Tsuru an Admiral

I have no comments on this for the time being until I see how he got murdered....
Tanking and damaging are two different things...he tanks because he has regeneration DF...Oden need not to tank..he can just block or evade or even endure the attack given his monster like physical strength...and I bet Oden can more damage to Akainu/Kizaru or whoever you mentioned more than Marco can ever do....
Why not...Kaido didn't get any scar in his 7 defeats and 18 captures but got only one scar which was given by Oden....Kaido is a physical monster and his defense is very strong....so giving scar is a very good feat ....saying it a top tier feat maybe an exaggeration but still it is better than any high tier feat...

Marco became commander level at 17 but at 45 still commander level who couldn't damage a top tier
Lacks CoC any advanced haki...his AP sucks
Was above prime Oden who damaged; was natural freak had VoAT CoC and possibly adcoa

Marco laughed off a light speed bombardment, an attack that would likely just kill someone like Oden instantly. You’re only looking at offensive ability when other stats can be far more relevant.
