No, he was compared to Lucci back in their CP9 days, not current Lucci. Also the CP0 guys in this chapter, who are weaker than current Lucci, were casually talking about how they think they can take out WsW.
Oda has made it VERY clear that he wants the BMP and BP to be basically even. He hyped BM and Kaido up as nigh equals. He gave each of them 3 top commanders, and each of them have exactly 5 officers who rank below the top 3, but above everyone else. Below these guys are the headliners and BM’s ministers, who seem to be very similar in number. These crews are supposed to be dead even. Who’s Who is the Snack analogue of the Beast Pirates, so he should be basically even with Snack for the sake of maintaining balance between the crews. You can’t just ignore this because you want to elevate WsW for the sake of your Warlord wank
