What if he’s just the ultimate troll? What if he was requested to test Luffy in the East Blue by Shanks? What if he deliberately got himself sent to Impel Down because he knew Luffy would break in? He was able to clash with Mihawk, successfully protect Luffy and come out unharmed in Marineford.

All of his loyal followers like the Impel Down inmates are being subjected to his Conquerors Haki, speaking of which he was able to get in and fool the guards into thinking he had no DF. Potentially that’s his advanced Voice of All Things mind controlling people.

And we all know the Marines failed to capture Buggy when the Warlord System was disbanded. Not even the admirals could stop him:

Buggy is probably the strongest pirate ever, he couldn't went to laugh tale because he wasn't ready yet, Bara Bara no mi and Gomu Gomu no mi are feared by the world goverment, because there's an old prophecy only known by Im, which sets that both individuals are meant to take the world to it's dawn, thats why they were trying to avoid Someone from eating the Gomu Gomu no mi taking It under custody

Now,seriously,awakening+decent coo-coa+tricky weapons would make him a decent fighter!Maybe he got strong in the time skip!I would put this "ideal" Buggy at supernova level(below kidd-law-luffy of course)!
But buggy will probably be a gag character till the end of story!

If Oda gives him some Love and awakens his DF and give him decent haki he could be legit EOS!His fruit is actually pretty good against most pirates(they all use swords),he has buggy dama's,etc..
Buggy has potential to be a legit fighter!
