NO!Just like police officers don't get paid any rewards for arresting dangerous criminals!I think only bounty hunters collect the bounties!I wish Oda introduced more notorious bounty hunters in the OP world,we could have used some kinda of Jango Feet character that chases the straw hats!

Yeah also I doubt the Marines would get that much self sustained without bounties. Unless they would get enough money from protecting kindgoms, yet rich ones have their own soldiers. It's obvious to me how the WG most likely splits Monet rewards with them.
