I think it would likely suggest that he’d already planned on Yamato as the final member and then when he saw how popular Sulong Carrot was he decided to incorporate something very similar into Yamato to make everyone happy.

No, it'll be the opposite, Carrot was meant to be the last, but for some reasons he decided to change the idea and create Yamato.
