We're obviously talking about this cover as a hint knowing the manner in which Oda drops hints.
Characters not being part of he chapter but selected for the cover named Color of the Supreme King out of all the other characters gives more credibility to their relevance in relation to that title.
Only Luffy and Zoro were part of that chapter, but Ace, Yamato and Sanji were also added in this mix.

Yamato is very likely to have CoC
I have no doubt that Sanji will get it, and i also have no doubt that people will retroactively come back to this cover going "NOOO WAAY GODA", as if this shit is hard to pick up on

If there was only one CoC user and then randoms, then there would be no point to speculate that Caribou, Kiku and Hyori are all getting CoC because they are on the same cover as Luffy.

Man so far the only "hints" that Sanji is gonna have COC is because he shared the same panel with Zoro

I myself think that Sanji will get it. But he kinda misses his best possible chance of unlocking it a.k.a his own dedicated arc.
We might get an Elbalf arc later, which is like, Ussop's life dream. So it makes sense that he will unlock COC in that arc to prove that he's the bravest hero for the Giants.
This is a Samurai arc, so it makes sense for Zoro to unlock COC.
And before anyone says that it's not possible for Sanji to have COC before Zoro

Cook FC's argument really boils down to Cook can have all those earlier than Zoro, but not CoC.
