Naturally she would assume Sanji was the number 2.
Given throughout Wano they did not anticipate Jinbei joining them.
Then Sanji pulls off that ridiculous stunt that besmirched the Strawhat name. She’s thinking “wow your crews number 2 is this much of clown, that’s a direct representation that the rest of the crew must be weak clowns”
And then ppl wonder why sanjiis not considered the right hand…
When all other right hands observe the same characteristics as Zoro. Stoic, serious, don’t take shit, handle shit, on top of shit. Not lollygagging across the battlefield jeapordizing the crews well-being & waltzing as a liability

The translation confirms that they ranked them like that based on their bounties, which again made most sense to begin with, since even Queen is looking at their bounty posters when labeling them as No.2 and No.3
