2-Road star:final yonko saga start!
3-God valley:last key to laugh tale!
4-Laught tale:vs blackbeard arc and setup for final war!
5-Crossing the red line at the end of new world:brook's dream!preparations for final war!
6-Final war:Pirates and Revs Vs WG in mariejoa!Red line and fishman island will be destroyed here!
Side note:emerald city might be laught tale,dragon and vegapunk will be revealed at the number 5 arc,mihawk vs zoro might happen in elbaf,ussop dream will happen in elbaf!

Do note that some might be mixed into a single short arc...
- WB and Ace grave Island arc (short arc; also contains external events like Levely arc)
- Elbaf arc
- Revolutionary Army + Vegapunk arc (short arc)
- God Valley arc (vs. BBP)
- Lodestar Island arc (short arc)
- Yukiryu Island arc (vs. RHP)
- Laugh Tale arc
- A shortarc where everyone prepares for the a possible war
- Mary Geoise + Final War arc
- Wrap up arc
No idea. Oda is rushing, so there is no way to say.
He at least should deal with the things he already set up for a long time, but if he ever will, who knows.
For example, from the answers here, people are sleeping on Kuma and Vegapunk, who should get their own arc, even if it is only a PH length arc.
Vegapunk has been around as name for 600 chapters, Kuma even earlier and way planned from the beginning. I see a SSG Revo Vegapunk Kuma (lvl 6 prisoners) arc.
And if SSG really can replace or even overshadow the Shichibukai, they are strong enough as opponents.
Elbaf has to be seen one way or the other.
And final war and everything connected to it, which is a long list in itself.
Other than these, i dont think there is anything that has been built up before. Stuff like Emerald City can stay as concept/myth without any problems.
