Oda can´t handle a big cast, in Dressrosa that was already apparent. Despite it having more characters overall, in WCI he actually concentrated on fewer characters overall (though the arc had other major problems) in that aspect it worked at least.
And since he needs to juggle so many characters, his sense of what´s when appropriate becomes distorted. And instead of telling a tight and concise story, since he needs to incorporate so many characters, he comes up with idiotic stuff that then takes time away from what people actually want to see.
Prime example: The idiotic scabbards getting tricked by Kanjuro yet again for the 100th time in the most stupid way because he thought it´s necessary to incorporate the scabbards again, because their story is pretty tragic. Yet the scene is not affecting anybody emotionally because it´s just plain stupid. And Dressrosa had scenes like this (Luffy falling for DD clone and getting tricked, that housewife Franky kissed, all the Baby 5 Sai stuff and the list goes on.)
