Although I definitely see Coby being a high top tier in the epilogue, I don't see Oda doing the same to Helmeppo just to force Zoro vs Helmeppo alongside Luffy vs Coby. He never showed any intention to become an admiral or something, let alone one of the strongest. He's not even on Coby's level right now and it lagging. I don't see Zoro vs Helmeppo happening in the epilogue.
