I'd agree that it's all been fulfilled at this point. Zoros plot line with kaido Is over. We've seen him do his best. Oda closed all those plot points up nice and tidy like. What's left is about to be done with this fight.

Theory:
Judge was not as great a scientist as Vegapunk, so he was unable to extract lineage factor from devil fruit users or devil fruits.
So Judge resorted to extracting lineage factor from human races with natural special abilities (e.g. Minks, King's race). We know that all human races can mate (see Jack who is half fishman). This made it simpler to insert lineage factor into humans.
