- After he says that, we get a close up of the fire on Sanji's leg(s) and the firepower seems to be rising

He is about to awake his germa powerup, means more fire power, better durable&tough body, overall better states...

Sanji already is in base stronger then his Ph version, he would legit beat Vergo.
But at the top he get RS+Exekeleton powerup, didn´t expect that he needs two powerups to beat Queen.
But I like it, finally Sanji can go to the stages to fight equal with YC.
Exekeleton+RS Sanji>RS Sanji=>Doffy>Base/Dj Sanji>Vergo.

Shanks gave the hat to Luffy because Luffy matched Roger's personality and said the same thing he did, not because he was 'prophesied' to be given it. It's inherited will, a different case specific to OP. Same for Ushimaru who failed to beat Kaido and his will got inherited by Zoro, maybe his son. All this prophecy talks is BS. Yeah, as you say, it could be ANY OF THE 9, but it's still a probable Shimotsuki or at least with the same characteristics doing it, ain't it odd? I would say discarding this is hypocritical.
