They are two types of fighters
Akainu is tanker than kizaru while kizaru is more skilled and faster yet both on the same level even tho Akainu was tiny bit stronger. (Not talking about FA Akainu)
Perospero is more skilled than Jack, he can't tank but he will fight with IQ to win his battles.
He didn't almost lose to Wanda & Carrot or else he would be so weakened but he wasn't.
BTW Carrot was already mid trio level in base. Sulong Wanda and Sulong Carrot are around Robin or stronger.

Oda wouldn't built both to have a feud with Minks if One was much stronger.

It is really depends about Perospero fight against Sulong Mink, I can understand @Echizen_Jo_Ndule why he think this.
We need to see both battles, see how Jack fight against sulong Inu and how Perospero fight sulong Neko.
After the fight we can clearly say if Pero is in similar lvl or not, if he even pose to have awakenend df power or not.

Very conservative estimates, but make sense considering how disappointing some of the bounties we've gotten for emperor crews have been.
I'm still placing the flying six in the 300 to 500 mil at most range.
Don't see them having bounties in the 600 mils.
This is pretty reasonable. They aren't push overs. 300 mil is a good sort of base bounty.
