Well we literally have Nami clones walking around with different colors....and no one questioned....only when fighting style revealed, they started recognizing Zoro by Kawamatsu and Hyogoro....anyways it was indeed weird that fox didn't recognize...maybe Hiyori recognized and that is why she revealed her story to Zoro...otherwise it was strange....
