arlong was the strongest in east blue and at that time one of the most intimidating villains, imo the best villain in one piece before crocodile showed up and redefined one piece villains forever.

but when we meet judge, we know about the yonkos, the admirals, akainu, kuzan, mihawk and dragon. which makes it even worse.

As I said, it's always like that in the beginning of each arc, the vilains are hyped up to an insane level

When we first met judge we didn't know anything aside from the fact that he had connections with the WG and big mom and lead an evil army

a reasonable hype train that i remember back at that time was for jack. jack was one of the biggest bounties in the series at that time and he had no problems/fear diving head first into sengoku, fujitora and tsuru to try and rescue doflamingo. he was a legit threat back then and people expected luffy to extreme diff him in zou.
