Well yeah, him getting CoC isn't about strength. I've been saying since pre time skip that Zoro, Sanji and Usopp will all get CoC, and Usopp is obviously not one of the strongest SH's

I can even vouche for a scene that we're 100% going to get in the future, with Zoro and Sanji having a CoC clash and fodder dropping around them while they fight eachother

But CoC is all about strenght now.
Oda made it clear when he turned it into "better CoA". :P
