These new ones are just trash. All this dumb CoCk bullshit is so unneeded.
Just give the villains cool powers. No one wants to see a string or a mochi fruit. I dont care how innovatively they use it. Save that for other characters not the main antagonists.

Doflamingo is literally the best villain in the series And big mom is a way better developed character than fuckin Enel or Lucci.... People literally say Katakuri is either the best or one of the best characters in all of one piece... Fuckin Caeser became a fan favorite to the point that people were sending Oda letters trying to pardon him for drugging children
It seems people like you are working on some nostalgia trips or some shit, the only pre time skip villains anyone ever considered actual good characters were Buggy Crocodile and Arlong... You seem to forget Lucci was a two dimensional cardboard cut out, Wapol was Wapol, moriah was underwhelming even to himself, Enel's entire character was that he was insane, Bellamy only got good post time skip, Fuckin Foxy is just a meme, Don krieg and Kuro are the library definitions of MEHHH

dude oda literally made a power like strings and fucking mochi into a cool and interesting power. when you think about it its more innovative and original than sand or thunder. and CoC is everywhere because its an essential power in the story. your not a bigshot if you dont have one of these powers. thats just how it is.

I think the thing for me is how intimidating the villains are mostly. Like theyre the most OP in their own arcs, and seemed like the most OP people so far. The villains pre timeskip seem a lot more scarier. However the villains PT , well....Caeser was a joke from the get go. Doffy was embrassed by Aokiji before the arc even started. And Katakuri was introduced below Meme, so we all throught he wouldnt even be the main one. And Big Mom turned into a joke, so tf even cares about her anymore.
Non of them felt intimidating. However Kaido had good hype, and seems to the first villain post timeskip that gives me the same feel. However he barely has any paneltime and Meme is back to ruin this arc.
So overall the pre timeskip villains have a more threatening vibe to them. With unbreakble potrayal until that point.
