Ivankov didn't have a reason to teach Sanji shit he only gave him the recipes to the 99 meals, When Sanji was at the island he had no mentors or allies everyone wanted him defeated because they wanted him to join them as an Okama so why the fuck would the Okama king Ivankov teach Sanji anything to help him out surviving and obtaining the recipes on the island.
All Sanji learned on the island was self taught which makes since giving he was lacking in new technique and moves unlike Luffy and Zoro who had legends as mentors.

While Ivankov teached Sanji how to run on the sky and the two basic haki types.
Not sure about that, Franky will redesign the suit at some point with the straw hat logo on it suggesting Sanji will use it.
And the spoilers makes it seem like Queen wanta to see Sanji use it for some reason so it doesn't seem like the RS will go away anytime soon
