I think that's just to highlight that Fukurokujo was the only one who remained loyal to Orochi.
Hotei and everyone else who betrayed him right away are all part of the weak, honorless Samurai that had lost any code in life, but Fukuro has some more depth and doesn't seem to be a coward, and therefore has more strenght and resolve.

Yep, at first I thought it was underwhelmign how weak Orochi samurai were, but thinking about it, it makes a lot of sense.
