On a SBS Oda answers why the vinsmokes have colorful hairs, but Sanji is normal.
Oda says that, since the modifications didn't manifest for Sanji, his hair never changed, so he retained the color from his parents.

Since the modifications are manifesting now....and even altering the shape of his eyebrows.....
