White fits best for Sanjis character as it’s the opposite of Black so Sanji becoming a glowing white beacon instead of Judges “stealth black” works best for his character

"Stealth Black" is about invisibility and black hair. His flames and the power of his legs is what he's known for as Black Leg Sanji from the SHPs so black flames enhanced kicks would be a nod to that, not to the whole Stealth Black thing. Blue flames would be fitting as well since blue is his official color theme as an SH.

What does "already taken" mean when his regular orange flames are used by a million of characters already ?

The flames won't necessarily be black if he developes brand new, they don't necessarily correlate with stealthblack but of course it's also the most likely scenario.
