It's like how Hyogoro was a weakling in Udon as random fodder were stomping him and then he Luffy came around and suddenly the man is pulling out advanced armament and stomping headliners. People who are forced into submission can't be strong since that goes against the rules of the story

Names aside, that's clearly the character design of Denjiro. Problem was, Oda said this was Kanjuro's design originally:

The entire emotional core of the story rests on Oden's death and his retainers carrying on his will. That all falls apart if he's alive.

How convenient that Oden is not using Koka when he attacked Orochi which means that he was not using koka when he was blocked by the barrier
