He couldn't push the buildings apart until he found out the truth about Robin, just like he couldn't lift the head of the boat until he was hypnotised. In both cases the only thing that changed was his mindset which enabled him to do those things, unless you thinks Luffy somehow got a power-up while stuck between those buildings?
