No. That's not how it works. Each form has 1 advantage over the other.
In terms of agility
Base > Hybrid > Zooan
In terms of physical strength
Zooan > Hybrid > Base
Hybrid means you do a bit of both, not that it's better than both. Otherwise, wtf is the point of even using a full Zooan form or human form.

so it's possible that she has been an Emperor for 20 years

well imagine G4 with advanced haki and Kaido is drunk again for sure he will take damage this time for sure if not in the first round than the next one all Luffy has to do is to take 10 minutes to regain his haki Oda has to bring Barto to Wano so Luffy could regain his haki without concern , since barrier barrier fruit seems to be overpowered when it comes to hardness
