Luffy isn't fighting Shanks before Blackbeard.

If Luffy challenges Shanks at Elbaf, there are good chances that Zoro would be out of commission while he recovers from Hakai and the Mink medicine's after effects.

Only thing I'm sure of is Mihawk is EoS fight. The more the story goes, the more likely Zoro vs Mihawk being an epilogue fight, especially since Luffy has to be there to witness the fight in person (which is not happening if he's off dueling with Shanks/BB/Akainu/Im).
