sanji is a haki based fighter its just that he uses haki with DJ he's not primarily elemental DJ is a technique that enhances his kick course impact while using basic arnament (not element primarily) .. he can very well coat his legs and harden them and use fire over them and fight but he chooses not to.. but uses common invisible arnament..
the recent Coverpage he has his leg hardened and using DJ over them
compare this to sanji just using common arnment or nome at all with DJ
and btw martial arts are of different types, leg martial arts is also a thing and some of them are Taekwondo and Capoeira it involves some of Muay thai as well
so sanji is a leg only.. and he has already put maneuved Vergo who is a martial artist himself who uses both hand and legs when the latter couldn't even once .. so leg martial arts is his cup of tea and level of skill is also a thing.

I didn’t say Sanji couldn’t coat his legs I’m saying because of diable jambe Sanjis armament haki does not matter in a fight and hasn’t mattered in any fight. Sanji has been fighting Queen since chapter 1015 and not once has his haki mattered in this fight. Even now the powerup that’s going to defeat Queen is looking to be Fire related not Haki.

which fight was sanjis observation haki crucial in? I feel like your taking this as a knock on sanji. Im simply stating Sanji doesn't use haki much In battle . That's not a false statement. you bring up observation haki , we can literally say every time a character dodges an attack post timeskip their using observation haki.....
