Zoros slow af compared to sanji so of course he's fast to zoro. Zoros struggling to dodge beam like attacks and sanjis causally dodging a barrage of beams. Big difference.

Well you are also seeing that the rokushiki test can't measure everything in your arsenal, although the shigan you pointed out and also the slicing rankyaku's are also rokushiki abilities so their effectiveness is likely measured in douriki. Honestly I'm not sure Oda gave it THAT much thought but like I pointed out earlier he did make a point of Jyabura and Spandam downplaying douriki as a power level system. I'd appreciate if you would discuss this normally and not just call people autistic since its an interesting topic and still relevant in Zoro/Sanji debates.

The soldier is meant to count in one weapon when measuring doriki and you get the total strength of that person at the end with a weapon once added up.
The story didn't outright say it measures kakus blade but it extremely heavily implied it did. Otherwise what's the point? If it's just physical strength how is a weapon calculated in?

Yes, it counts weapons and literally showed an soldier armed with a rifle as an illustration. No where did it say its measured by taking into account whatever weapon you may have stashed somewhere but didnt use to hit fuku. Unless you tell me you think a soldier armed with a rifle and a soldier armed with a bazooka will somehow have the same PL.
