And you are right. But lets go to detail. In what was Zoro greater than Luffy?

Speed? I believe Zoro is faster, but Luffy has gear 2 which makes him faster.
AP? While both might have similar power, the difference is in their type of attack, blunt for Luffy and slashes for Zoro, Zoro was more dangerous for sure, but powerwise or destruction they were similar.
AoE? Luffy could use a spam of Gear 3 while Zoro reach is huge too. I cant say who is greater.
Dodging? Luffy wins.
Endurance? Zoro wins, but Luffy is not so far.
Durability? Hard to say.
Conquer Haki? Zoro still didnt have it.

With FS, Luffy is just greater at dodging, he wont reach the same level as Katakuri.
With advanced Haki? Being honest, this the real PU Luffy had which is somethin Zoro might have been able to do already.

It is hard to see Zoro being stronger, at best equal or 5 of 10 fights they will win each other. Both even unlocked advacned conquer haki in the same arc as if Oda is keeping their level equal.
