I think the fact that Zoro and Luffy are both getting power boosts through haki, as opposed to nazi science pretty much says it all.
The fact that they are using immense amounts of haki to increase their strength through Enma, or through G4 suggests that their power ups are strong enough that they need to be restricted with haki time limits.
Cook on the other hand simply got an all-round stat boost. This suggests that there was so much wrong Oda just had to give him a power up that fixed everything.
The fact that it's something he can continuously use shows that it's nothing too strong that it needs to be restricted. Just a tool to pull Sanji up to the respectable level that Zoro was once on, so that Zoro can excel even higher.

Are you saying Katakuri was holding back? On purpose? What are you talking about? Luffy has surpassed Katakuri in that match. Katakuri used the fighting style he thought was best suited to fight a FS enhanced snakeman. Simple as that.
Enma is much harder to control. One slice and Zoro's Haki is sucked up. Once he masters is, his CoA will be at a top level. And he might grow further against King.

lets chill out on the cook hate. in the grand scheme off things , he is not in the limelight in wano yet at least. But sanji receiving the rs wouldnt be as bad if he didnt shit talk his dad, and then say he does not want his strength to come from their science only to put it on , on his own free will a couple chapters later. 
sanji's entire allure was to get stronger than his siblings without the germa tech to prove to his dad he's not a failure.

Honestly, I'm jealous and mad at Oda for not making a panel of Sanji also using a kick in Raid Suit to show off in this chapter hahaha
It's like Oda in this chapter only wanted to show Zoro and Luffy showing progress before the war, and as a Sanji fan, I wanted him to not be in that panel surprised, rather on the side testing more of his Raid suit abilities hahaha, maybe still trying to win Okiku's heart not knowing she's a male hahaha
