Compared to a normal Zoan like Lucci, Jabra, Kaido... Who's Hybrid form is pretty much a straight upgrade to stats all accross the board, King is unique in that it seems he's the strongest at his base.
Maybe it's due to the fact that he'd rather use his sword than receive the Zoan benefits, maybe the weird Hybrid form is not worth the stat benefits, but at the end of the day the portrayal is obvious. King would much rather fight in his base, and treat his Zoan form like another set of abilities and attacks he can fall back on rather than rely on them entirely like we've seen time and time again.
Plus I mean, he can already fly just fine in base, so like a lot of the utility is lost there.
