If katakuri had advanced CoC he would be a top tier and Oda probably didn't want one of the most established emperor to have an admiral level underling.

Are we sure that zoro used adv. coc though? I mean his attacks didnt look much different than katakuri or chinjao's coc clashes.

Yes zoro was coating his swords in lighting like substance. That's kings haki for sure. Otherwise it would be irrelevant to show the fodder fainting before hand.

One COC user per million .....of those only a handful of the strongest will be able to unlock aCoC.

Fits perfectly that not all COC users can get it.

This is exactly the problem with Coc, oda uses black lighting to indicate its presence..
But he also uses the lighting for clashes.
I'm betting that Sai has it, since CoC runs in the family based on Garp's remark in MF.
